Captain RNLN M.C.J. (Marc) van der Donck

IC-ENC Chairman

Marc was commissioned as an officer in the Netherlands Navy after attending the Royal Netherlands Naval Academy in 1982. Over a long and varied naval career he has occupied numerous roles including the command of HNLMS vessels and an appointment at NATO. Currently he is the Chief Hydrographer of the Royal Netherlands Navy and Director of the Netherlands Hydrographic Office and was elected as Chairman of IC-ENC in September 2016.

Marc's role is to represent the interests of the IC-ENC Members in IC-ENC strategic and operational aspects, Chair the annual IC-ENC Steering Committee, and to provide a 'Chairman's Recommendation' during any inter-sessional Steering Committee decisions or votes. For these reasons, he is actively engaged with the IC-ENC General Manager on a continual basis.

James Harper

General Manager

James completed a Geography degree before beginning work as a cartographer for the UK Ministry of Defence. He joined IC-ENC in 2005, working initially in the Data Validation team and then progressing on to ENC quality and validation policy roles. After two years working on the UKHO's Royal Navy work programme from a finance and management perspective, he was appointed as IC-ENC General Manager in 2011.

James works closely with the IC-ENC Chairman on strategic and political issues and is the primary point of contact for existing and prospective member hydrographic organizations. He is responsible for IC-ENC's finances and governance.

Tom Richardson

Technical & Standards Manager

Tom has a number of years of experience in electornic chart standards and has been invovled in IHO working groups since 2010, more recently working in the Defence area. He leads delivery of the Production Support Service including Validation Training and maintenance of the Errors Database.

Tom McIlwaine

Assistant Distribution Manager

Tom has held a variety of roles over his 30-year career with the majority spent at the UK Meteorological Office. More recently, he has worked as a Client/Sales Manager for commercial private weather companies and provided SaaS (in the form of an industrial weather API) to a variety of users globally and across multiple market sectors and the rest of the world.

He has an excellent understanding of the sale, licensing and electronic distribution of environmental data into different markets and within IC-ENC, as Assistant Distribution Manager, leads primarily on the provision of the non-ECDIS Navigation Service.

IC-ENC Validation Team

The IC-ENC Validation Team consists of 10 Data Validators located across four offices. Aaran Champion, IC-ENC Data Manager, leads the team.

The IC-ENC Validation Team are trained in the use of role specific validation tools and the analysis of their output. They collectively hold years of dedicated ENC validation knowledge which is enhanced with role specific training and backed up by cartographic experience and understanding. Using ENC specific validatio​n tools and multiple ECDIS systems, the teams comprehensively validate all new ENC cells and updates.
